Preheat the oven to 425°F.
Lightly oil a 6-inch-by-10-inch baking dish.
Cut the onions into thin slices and sprinkle with olive oil.
Set over medium heat.
Place the onion slices on a baking sheet, overlapping slightly.
Cook the onions for 2 minutes or until the onions soften.
Add the garlic, and cook for 1 minute more.
Place all the beef tender livers on a rack in a large skillet.
Cook for 3 to 5 minutes over medium-high heat.
Add wine vinegar and cook until the vinegar is reduced.
Add tomato paste and tomato sauce and heat until the sauce is thickened.
Add soy sauce if using soy or vegetable broth.
Serve the beef stew with white rice, or noodles or soup.

If you prefer the meaty, thicker texture, try substituting the stock for water.
Notes This is not the most flavorful beef stew.
It has a mild flavor that is more suited for making a quick and easy meal.
If using soy stock, make sure to cook the stock in the stockpot for at least 15 minutes to get the flavors working in harmony.
Also, you can use olive oil instead of butter to make a thicker, more creamy stew.
